Coordination meeting in the framework of the Integrated Data Base Update Socialization Year 2015 (PB

a. Role of Local Government in the implementation in accordance with Law No. PBDT2015 23 2014 About Local Government, that the City District Government tasked to collect data and manage data poor coverage Regency / City.

b. Endorsement List of Target Households (RTS) is delegated to the Head of Regents. Public Consultation Forum (FKP) organized and led by the village chief / head of the local village. FKP produce RTS list approved by the Minutes signed by the Head of Delegation of Authority as a form of Regents.

c. Importance of Integrated Data Base:

- Based on the national development objectives of enhancing the quality of life in a sustainable society, the Integrated Data Base is needed to alleviation of poverty and other social problems.

- To meanggulangi impact of the three main causes of poverty Low Education, Health Low and Low Income, the Integrated Data Base is needed.

- With PBDT2015 will be known "Who" and "Where" RTS is located.

d. Proyesi poverty in RPJMD Bombana by 30 percent in 2015, down from 70 percent in 2010.

e. PBDT2015 implementation in Bombana include as many as 18 309 RTS derived from the data PPLS2011 RTS and RTS receiver data plus other government assistance programs. Prelist of RTS was scored by BPS and is called the Initial List.

f. PBDT2015 implementation methods into two parts:

1) Public Consultation Forum (FKP) at the Village / Sub involving the village chief / headman, Chairman of the Local Environment Unit (SLS) level under the Village / Village, as well as Facilitator and Assistant Facilitator. The goal is to verify the presence of RTS in the Initial List.

2) Documenting Domestic door to door, which is implemented officers who have been trained by the BPS. The goal is to update the characteristic data of Household and Household Members FKP results.

g. Implementation groove PBDT2015

1) BPS will print Prelist Early RTS list that will be submitted to the Facilitator and Assistant Facilitator for verification of data RTS in the activities of FKP.

2) Facilitator and Assistant Facilitator will coordinate with the Head and the village chief / headman regarding the implementation schedule FKP in the respective Village / Village.

3) Head to facilitate the implementation of the FKP in each village / wards. FKP implementation led by the village chief / headman, with the involvement of the chairman of SLS level below the village and local community leaders along with facilitators and assistant facilitators to verify the Preliminary List of RTS. In FKP will also be discussed regarding the Household that is not in Register Early for inclusion as Additional Household. FKP implementation will be endorsed by the Head through the signing of the Minutes of FKP.

4) Data FKP results will be submitted to the BPS with the conveyor belt method, then performed data entry by BPS. Results of the data entry will be printed by the BPS as Final List.

 
5) Enumeration Household By Officers / Counting.

Final list that contains the data RTS will be used by enumerators to collect data door to door to all RTS to determine the characteristics of Household and Household Member Characteristics (ART).

6) Data Household characteristics and the characteristics of ART will be submitted to the BPS with the conveyor belt method, then will do data entry in the BPS district.

7) The results of the data entry will be submitted to the BPS district TNP2K in stages through the province and BPS BPS RI for further processing. That data will be the Integrated Data Base for all planning social programs of government aid.

 
h. Question And Answer:

 

1). Ponirin (Head North Rarowatu)

Questions:

a. Is the target figure of RTS as meaningful 18 309 18 309 families (KK)?

b. If the list only contained Beginning FKP 100 RTS, but the field still found poor people who have not yet registered, whether it can be added?

c. In the household data collection by officers door to door, any questions that will be asked to the household?

Answer:

a. Figures RTS mean 18 309 18 309 households within a RTS where there can be one or more households (families).

b. There is a possibility of adding an RTS in the result list FKP if there really is the poor who have not registered in the Register Early RTS.

c. Questions will be asked officers / BPS enumerator was drafted in RI, may not be much different from the question asked at PPLS, 2011, which is about the condition of roof, floor, wall building occupied by households, ownership of valuable goods, and others.

2). Rustam (Head South Poleang)

Suggestions: Officer assessors are expected to work according to the procedure that has been established and the record match reality in the field.

 
3) Sauki (Village Head Watu Kalangkari)

 
Question: Is Raskin recipient households and BLSM will do data collection?

Suggestions: Officer enumerator expected to receive assistance from village / villages in conducting the interview for the household

 
Answer: All households were registered in 2011 and households PPLS pemerima other assistance programs of the government will update its data.

 
4) Supaman (Village Head Lantari)

Suggestions:

a. FKP officer who defected districts are not expected to be placed in the village which is a difficult area.

b. Village Head / headman should be given FKP implementation schedule in advance, in order to adjust the time, considering the village chief / headman in Sub Lantari Jaya is the task of implementing it and still have a fundamental duty as a civil servant in Lantari Kecamatan Jaya.

5) Warnida (Department of Population and Civil Registration)

Suggestions: Currently all village chief / headman own book Population Identification, is expected to be used in verifying the data RTS in the activities of FKP.

 
6) Nengah Sarde (Village Head Tunas Baru)

Question: In the village of Tunas Baru no seasonal residents who only settled during the harvest season of rice or harvesting from the ponds. Whether they can be included in the List of RTS?

Answer: In 2015 PBDT activities still refer to the concept of the de facto population that resides where area. So seasonal residents could not be included as an RTS in the RTS list.

 
7) Yandu (Head Poleang)

Questions:

a. In the course of FKP each village / sub-district, will give rise to differences between neighboring villages to the citizens who have pendapatn per capita is relatively the same, but in one of the villages dicacat as RTS, while other villages are not noted for being able to. This will certainly cause jealousy among residents in two neighboring villages. How to cope?

b. In the course of FKP, feared if there is an explosion addition of RTS, how Head as authorizing List of RTS cope?

Answer:

a. FKP activities will involve all elements, both the chairmen of SLS and community leaders to conduct deliberations on RTS every village. Thus, the difference in views on the establishment of RTS can be minimized.

b. The addition of RTS in FKP activity is possible to do if there really is the poor who have not registered in the Register of Early. RTS is expected to increase in proportion to the RTS issued from the Register Early.

 
8) Faang (Bulog Bombana Section Office)

Suggestions: Data PBDT2015 results to be obtained in full until the names of the RTS in order to facilitate the distribution of aid Raskin of Bulog.

 
9) Anwar, SE (Staff District of East Poleang)

Suggestions: Officer data collection in order to carry out the data collection mechanism in accordance with predetermined rules.

 
10) H. Suwardi (Police Bombana)

  
Tip: To maintain security and prevent chaos in the activities of this PBDT2015 the BPS should avoid the causal factors of occurrence of disputes that have occurred in the same activities in previous years. Police officers are ready to support BPS to facilitate the implementation of this PBDT2015.
